PBA Partners With PMTA in Challenging CARB Standards & Warranty Requirements

The Pennsylvania Bus Association (PBA) executed a Memorandum of Understanding (MOU) to engage the law firm, Pacific Legal Foundation, for legal representation against the PA Dept of Environmental Protection (DEP) and Enviro Quality Board challenging the CARB standards and warranty requirements.  A MOU is the starting point of negotiations between multiple parties to signal the intent of doing business or coming to an agreement and it simplifies a legal contract by establishing the key objectives and goals.

Working in collaboration with Pennsylvania Motor Truck Association (PMTA), the court is being asked to enjoin DEP from enforcing heavy-diesel engine emission and warranty standards from California in Pennsylvania.  

PBA started this process in August after a meeting with PMTA and PBA’s lobbying firm, One+ Strategies. 

Rebecca Oyler, President of PMTA, commented on having PBA engaged in the effort. “Having California’s bureaucrats in charge of Pennsylvania’s diesel emissions standards affects more than just trucks, so PMTA is pleased to be cooperating with PBA in this effort. Since both our organizations know that today’s diesel engines are near-zero emissions already, CARB is an unnecessary and expensive mandate that will make it difficult to continue to serve our customers and clients. We’re happy to work together to challenge it on behalf of truck and bus companies.”

Tammy Wolf-Baker, Chair of PBA, added her perspective. “PBA is proud to be partnering with PMTA on this common concern. Our hope is by working together, we can combat the drastic emission standards from being implemented in the Commonwealth of Pennsylvania.”

PBA was incorporated in 1923 as a nonprofit organization dedicated to representing the business and governmental interests of private bus companies. It is also the mission of PBA to promote travel by motorcoach, and tour and charter service provided by operator members in cooperation with and support for its travel industry supplier members.
